Component: Reconciler

What it is: a diff engine that compares a declared manifest against what Capability Discovery actually found.

What it does: rejects or flags any declaration that exceeds or conflicts with what was discovered, and emits an actionable diff naming exactly which tool and field disagreed.

Why every diff entry carries a remedy, not just a code: a reconciliation failure that a human has to reverse-engineer defeats the point of reconciling before dispatch instead of failing at runtime. Every DiffEntry names the exact tool_ref, the field that disagreed, both the declared and discovered values, and a non-empty remedy string.
